These are the rancheros in the country and the shop-keepers in the villages; they form the ready instruments of designing leaders, to collect the Indians and steal the horses, and make pronunciamientos. Ignorant, immoral, hating innovations, revengeful, these form the real impediments to progress - the willing tools in the initiation of civil war and anarchy.
