Public opinion has always been a recognised element in directing the affairs of the world, and many causes have combined in our day to increase its strength and power. The more general diffusion of education, the increased facilities of personal intercourse, the rapidity with which ideas and intelligence may be transmitted, and a more general agreement among mankind, as to the standard by which man and all of his acts ought to be tried, have made this power formidable beyond all former precedent in the worlds history. Its jurisdiction seems to be universal, circumscribed by no limits, bounded by no recognised land marks, it invades the sanctuaries of the Most High and questions his oracles - enters the palaces of kings and rulers, and the homes of the people, and summons all to answer at its bar. Being but the judgment of fallible man, it can claim no exemption from his errors, his frailties, his ignorance, or passions, yet being mischievous even in its errors, it is not wise or safe to disregard it.

Before this tribunal our social and political system is arraigned, and we are summoned to answer. It is my purpose, to-day, to respond to the summons. I consider the occasion not inappropriate.
