IN compliance with your instructions I submit a Report of the Activities of the General Purchasing Agent and the Gen eral Purchasing Board of the American Expeditionary Forces, covering the period from the beginning of operations to the present time. Preceding the Report and as indicating the viewpoint from which it is proper to consider the Operations reported in their relation to the supply situation in Europe and in the United States during the war, the following oh servations are pertinent.
