Leading up to the 20th century there was a gradual shift, one which away from the 'laissez-faire' ideals of the mid-Victorian era and toward new ideas such as universal suffrage and public health. The author argues that many of the legislative changes that took place during these years, such as the Old Age Pensions Act and the National Insurance Act, were a direct result of this shift in public opinion. This book argues that the change in opinion resulted in many legislative changes in England, particularly those concerning public welfare and general quality of life for citizens.
