Lord-john Russell moved the Second Reading of the Bill for reforming the Representation of (the People in England and Wales, and Sir John Walsh having moved, as an Amend ment, that this Bill be read a second time this day'six months, which Amendment Was second ed by Mr. Fynes Clinton, Sir James Mackintosh spoke to the following effect.
