In 1643 the first charter was granted, uniting in one body the separate settlements of Providence Plantations and Rhode Island, and conferring upon the inhabitants of ye Towns of Providence, Portsmouth, and New port, a free and absolute Charter, of ciyei incorporation, to be known, by y8 name of the Incorporation of Providence Plantations, in the Narragan set bay in New England, together wf'lfldl power and authority, to Govern and rule 'themselves, and such others as shall hereaftcre inhabitt 10w any part of ye said tract of Land by such a forme of Clive! G'overmnt as by voluntary consent of all or y6 greatest part 4 thm shall be found most serviceable in their Estates and condition; and to that end, to make and or dain such civel Laws and constitutions and to inflict such Punishms uppen transgressors and for execution thereof see to place'& displace, Officers of Justice, as they or y6 greatest part of ymshall by free consent agree unto Provided nevertheless yt ye satd Laws, Constitutions and Punishments for ye civell G'tovernmt of ye said Plantation be c'onformable to y6 Lawes of England, soe (arts as the nature and constitution of ye plan will admit.
