Excerpt from Municipal Program: Report of a Committee of the National Municipal League, Adopted by the League, November 17, 1899, Together With Explanatory and Other Papers
In one respect, most of the American colonial boroughs differed from the prevailing English system. Only in Philadelphia, Ah napolis, and Norfolk was the governing authority made a close cor poration. In these places the aldermen and councilmen held their positions for life, and vacancies for aldermen were filled by the corporation - i. A, by the common council - and for councilmen bv the mayor, recorder, and aldermen. In all the other boroughs the councilmen - and except in Perth Amboy and Trenton, the al dermen also - were elected by popular vote under a franchise which everywhere included all of the well - to-do classes and generally a large proportion of the residents, though in no case was manhood suffrage established. Elective aldermen and councilmen were chosen for one year terms, except in Elizabeth, where the term was three years, and Trenton, where, strangely enough, it was for life.

Paperback. Condition: New. Print on Demand. This book presents a Municipal Program adopted by the National Municipal League in 1899. The document represents the culmination of six years of study and debate among municipal reformers and reflects the influence of a growing movement for professional, nonpartisan urban governance. The program advocates a shift away from the prevailing system of council government, which had become plagued by corruption and inefficiency, towards a model emphasizing the authority of the mayor and the establishment of distinct administrative departments. The author argues that such a system would enhance efficiency, accountability, and responsiveness to the needs of urban residents.
