Born in New York in 1806 and settling in Evansville in 1832, Lockhart became a prominent lawyer while serving various positions in local government, including prosecuting attorney. In 1846, he was appointed to the fourth judicial circuit by Governor James Whitcomb, a role in which he established a reputation for impartiality and fairness. Lockhart played a significant part in the 1851 constitutional convention, advocating for reforms such as a house of refuge for young offenders and the protection of rights for German immigrants. He also served as a member of the U.S. Congress from 1851 to 1853 and was reelected in 1856, serving until his untimely death in 1857. Through his legal career, political service, and contributions to the state's legal framework, Judge James Lockhart left a lasting mark on Indiana's history, shaping its laws and institutions and championing the rights of its citizens.
