Die geskiedenis van die tot-stand-kom van die Memorie kan afgelei word uit die aanhangsels en kanttekeninge. Daaruit blyk dat as gevolg van 'n besluit van die Staats bewind van die Bataafse Republiek van 4 Desember 1801 dit aan de Mist, destyds Lid van het Departement tot de Indische Zaaken, opgedra is om die Staatsbewind van advies te dien omtrent den voet en wyze waarop de Regering van de Caab de Goede Hoop eventueel zal behoren te worden ingericht. Binne sewe weke was hy klaar met sy rapport 'n verbasende kort tyd vir die opstel van so 'n degelike stuk werk. Die rapport of M emorie is blykbaar in sy geheel deur die Regering goedgekeur, en ons weet verder dat de Mist uiteindelik afgevaardig is om as Kommissaris sy eie aanbe velinge aan die Kaap te gaan verwesenlik. Ons het hier dus nie slegs die opvattinge van de Mist maar ook in grond trekke die hele politiek, wat die Bataafse Regering van plan was om aan die Kaap te vervolg. Dit maak die Memorie dubbel belangryk en dien tewens aan waar die sleutel tot 'n regte begrip daarvan 16, ml. In die persoon van die outent self.
