In some industries at some times there was a benefit to have only those who created most of the value be responsible for creating the design. The inclusion of any other design issues would lead to too many people and too many concerns being involved early in the design process. It is difficult to organize complex design processes, and to achieve complete consensus among all of the players may be inefficient and expensive.
