Zehn Jahre lang haben wir das tote Gewicht des Frank furter Friedens an unserem Fuße geschleppt. Wir kamen unserem großen Ziele nicht näher, weil durch jenes Friedens instrument Frankreich die Meistbegünstigung für ewige Zeiteneingeräumt war, und diese Meistbegünstigung eine Vorzugs behandlung im Verhältnis österreich-ungarns und Deutsch lands nicht zuließ. Für eine andere und größere Lösung, die völkerrechtlich möglich gewesen wäre, die „zollunion, fehlte aber die Stimmung, fehlte der Schwung der Zeit, fehlte auch die Erfahrung dieses Krieges. Erst heute weiß Österreich Ungarn, was es an uns hat, wissen wir, was wir an Österreich Ungarn haben, und daß wir in dieser Welt von Feinden im Sinne des Rütlischwnrs „wir wollen sein ein einzig Volk von Brüdern, in keiner Not uns trennen und Gefahr auf ein ander angewi es en sin (1. Es gilt, meine Herren, den Schwung dieser Zeit auf die Mühlen des beiderseitigen wohlverstandenen Inter esses zu leiten. Aber wir wollen selbstverständlich nichts, können nichts anderes wollen, als was uns frommt.
Meine Herren! Was ist die Aufgabe? Die Aufgabe, die uns gestellt ist, ist eine politische und wirtschaftliche. Auch eine politische, insofern unsere Volkswirtschaft auf das politische Bündnis angewiesen ist. Ohne dieses Bünd nis würden wir die Ziele dieser unserer Volkswirtschaft, soweit sie nach außen weisen, nur zum Teile zu erreichen vermögen, da die Gefahr sonst nahe läge, daß wir unseren Feinden unterlägen.
