Paperback. Condition: New. Print on Demand. This book primarily concerns the recordation of proceedings and debates in the House of Delegates of Virginia, from August 13, 1919, to August 18, 1919. The journal begins with a prayer by Rev. W. A. Mcllwaine of the Southern Presbyterian Church and the following communications were received from the Secretary of the Commonwealth: An application in writing, under the signatures of a number greater than two-thirds of the members of both houses of the General Assembly of Virginia, to convene the General Assembly in special session as soon as practicable for the purpose of making proper provision for securing for the Commonwealth of Virginia its allotment of the Federal-Aid Road Funds, which have been appropriated by the Congress of the United States, under the acts approved July 11, 1916, and February 28, 1919, respectively. A proclamation by the Governor of Virginia, Westmoreland Davis, summoning the members of the Senate and of the House of Delegates, constituting the General Assembly of the Commonwealth of Virginia, to convene in extra session at their respective chambers in the Capitol, at Richmond, at twelve o'clock noon on Wednesday, the thirteenth day of August, 1919. Also, the names of members-elect of the House of Delegates who have been elected to fill vacancies in that body, as ascertained and determined by the Board of State Canvassers at their meeting held Monday, August 11, 1919. The roll was then called and the following members responded to their names. Then, a joint resolution was offered by Mr. Brewer to appoint a committee, which was agreed to. Mr. Holt, Mr. Brewer, Mr. Price, Mr. Cuthriell, and Mr. Chase were appointed to said committee. Next, a joint resolution was offered by Mr. Brewer to meet in joint session to receive the Governor of Virginia and such communications as he may desire to make, which was agreed to. Mr. Brewer, Mr. Hall of Loudoun, Mr. Price, Mr. Cuthriell, and Mr. Chase were appointed to the committee on the part of the House. The Governor, Westmoreland Davis, addressed the joint assembly regarding the purpose of their convening and the importance of the construction of roads to the state. The Senate repaired to their chamber and Mr. Willis offered a joint resolution that unless by consent of both Houses by joint resolution previously agreed to, no bill shall be introduced or considered except such as pertain to the building or repair of the public highways, or the assessment or collection of taxes or the appropriation thereof, for road purposes, except the necessary bills for contingent expenses of the General Assembly, and such matters as may be specially referred by the Governor, which was agreed to. Mr. Hudgins then offered a resolution to request the State Highway Commission to inform the House of the counties that have issued bonds for road improvement; the amount of such bonded indebtedness of each county; the present rate of tax levied for road purposes by the supervisors of the respective counties; and the approximate permanent improved roads in each county and the cost thereof per mile, which was agreed to. The Speaker laid before the House a communication from the State Tax Board. Mr. Brown and others presented a series of bills regarding roads and their improvement. Mr. Tiffany presented a bill to permit the county of Fauquier to issue bonds for road and bridge improvement. Mr. Fitzhugh and Mr. Rew presented a bill to declare the name Cape Charles, as used in previous acts, to mean the Cape by that name instead of the town of Cape Charles City. Mr. Sproul presented bills regarding the storage and sale of food. Mr. Easley presented a bill to amend and re-enact sub-section 1 and sub-section 5 of section 44 of an act to raise revenue for the support of the government. Mr. Pence offered a joint resolution proposing amendment to section 22 of article 2 of the Constitution of Virginia. This ended the proceedings for August 13, 1919.
