Respectfully submit: That they have given the whole subject of Encroachments on the Harbor, and especially that known as the Battery Extension, their careful con sideration, and respectfully recommend to the Cham ber the adoption of the memorial herewith submitted, drafted by them, and recommending the passage of a bill* now before the Senate of the State, which places the control of this alteration in the water front in the hands of the Pilot Commissioners of this city.
