The statistics of many of these nations and countries, owing mainly to the frequent and violent changes in their political condi tion, are too fragmentary to furnish the means of showing, with any approach to accuracy, the increase of their commerce in the past.
The singular mutations of commerce, under political changes, are strikingly manifest in a portion of the West Indies. The Tableau of Commerce, of the year III. Of the first French Republic, states that, in or shortly before the year 1 7 92, the commerce of France with San Domingo amounted to two hundred and seventy-one millions of livres, and that its commerce with the United States amounted in that year only to thirty-one millions of livres.
