Both cases were rife with accusations of voter suppression, fraud, intimidation, and the presence of violence at the polls, including beatings, abductions, false arrests, destruction of ballots, ballot stuffing, and voter intimidation. The author carefully evaluates the available evidence and testimony to conclude that in many Baltimore wards, the freedom of election had been violated to such a degree that the so-called election of November 2nd, 1859, was completely null and void. The author asserts that election laws were flouted, and the testimonies gathered from hundreds of voters amply demonstrate the extent of illegal activities that took place on election day. The author ultimately declares that there was no fair or free expression of popular will in Baltimore on that day, except in the eighth and partially in the twelfth wards.
