This book is the report and analysis of an 1881 investigation into the Pennsylvania State College by a committee of the Pennsylvania Legislature. The investigation was prompted by allegations of mismanagement and a failure to meet the requirements of the 1862 Morrill Land-Grant Act which established the college with a mandate to focus on 'agriculture and the mechanic arts'. The report is organized into three distinct sections. Section one investigates "whether the present management of the college is in compliance with the requirements of the Act of Congress of July 2, 1862", section two investigates financial management, and section three investigates the three experimental farms the college had established, which were one of the points of controversy in the allegations against the college's administration. The report found the college to be in compliance with the 1862 act, that its financial management was above reproach, and that the experimental farms were valuable but underfunded. The report's significance is in exonerating the college's administration from serious charges of mismanagement that had hindered its development.
