Synopsis
This book examines the relative effectiveness of the day-labor and contract systems in completing municipal work. The author conducted a postal survey of 154 American cities with populations exceeding 30,000, excluding Boston, to gather data on the prevalence of each system in waterworks and sewer construction. The results indicated that contract systems were more prevalent in both areas, particularly outside of New England. The author explores the advantages and drawbacks of each system, such as cost-effectiveness, quality of work, and flexibility, and offers insights into the factors that can influence the choice between them for specific projects.
