Synopsis

Excerpt from Restructuring of the Office of Personnel Management: Hearing Before the Civil Service Subcommittee of the Committee on Government, Reform and Oversight, House of Representatives, One Hundred Fourth Congress, First Session; February 7, 1995

Members present: Representatives Mica, Bass, Gilman, Morella, Moran, and Mascara.

Mr. Mica. I'd like to call the first meeting of the Subcommittee on Civil Service to order. I'm John Mica, I've been chosen to Chair this panel. Good morning to some of our witnesses and those in at tendance, also to my colleague, Frank Mascara, from Pennsylvania. Can't help but reflect that I feel a bit like Vaclav Havel this morn ing. I remember when he addressed the House, was it a year or so ago, and he opened his statement, and said something like, 4 months ago I was in jail and wasn't allowed to speak, and here I am before the Congress. And my situation is somewhat similar.

Four months ago I wasn't allowed to speak in this committee, at the last hearing in the full committee, and here I am today chairing a panel. So it's an exciting time for me. I want to take this opportunity to welcome everyone to this first hearing of the newly created Subcommittee on Civil Service of the Government Reform and Oversight Committee.

Paperback. Condition: New. Print on Demand. This book delves into a historic 1995 hearing before the Civil Service Subcommittee of the House of Representatives, where the Office of Personnel Management's (OPM) proposed restructuring was thoroughly examined. The OPM, tasked with overseeing federal civil service, aimed to downsize by a third amidst national downsizing efforts. The book provides insights from experts, scholars, and key personnel within the OPM, presenting diverse perspectives on the potential impact of the restructuring. It navigates the complexities of federal personnel management, addressing concerns about maintaining merit-based hiring, ensuring the integrity of centralized data, and effectively serving retirees. Through its nuanced analysis of the hearing, the book offers a deeper understanding of the challenges and opportunities faced by the federal workforce during a period of significant change.
