Baillie, a veteran of the Royal Navy, was serving as Lieutenant-Governor of the Royal Hospital for Seamen at Greenwich when he published a critical pamphlet about the administration of the hospital. The pamphlet, entitled The Case and Memorial of the Royal Hospital for Seamen at Greenwich, accused the directors of the hospital of corruption, mismanagement, and misappropriation of funds. Baillie's allegations sparked a public outcry and led to a parliamentary investigation.
