Excerpt from Acts and Resolves Passed by the General Court of Massachusetts in the Year 1957
Whereas, The deferred operation of this act would tend to defeat its purpose which is the preservation of the security and stability of the state banking system now threatened because of an interpretation of the law by the federal comp troller of the currency, therefore, it is hereby declared to be an emergency law, necessary for the immediate preservation of the public convenience.
