We are glad to be able to report that since the publication of the committee's report in 1913 the following progress has been made in the establishment of official reference and drafting bureaus: First. Congress has appropriated for legislative refer ence work under the direction of the Librarian of Congress.
Second. New York has created a legislative bill drafting com mission and has appropriated for the expenses of the commission for the year beginning October 1, 1914.
Third. Illinois has created a legislative reference and drafting bureau.
