The Discourse which I delivered before the Inter national Medical Congress, held in Philadelphia, in Sep tember, 1876, was the following, very much abridged. In its present condition, it would have been too long for a public address. In its abridged form, by a vote of the Congress, it has been already printed, and sent to the Governors of these States, to those of the various provinces of the Dominion of Canada, and to the Presi dents of the State Medical Societies of this country.
