The Russian Information Bureau, managed by C.A.K. Martens, was the official propaganda and diplomatic wing of the Bolsheviks in the years preceding their recognition by the American government. Martens was deported, and the Information Bureau disbanded, in 1921. A shorter version of this pamphlet, with a slightly different title, was issued in 1918.
