Liebner war Universitätsprediger und Professor der Theologie in Göttingen, später in Kiel und seit dem Jahr, aus dem vorliegende Nachricht datiert, auch in Leipzig; 1855 wurde er Oberhofprediger und Vizepräsident des Landeskonsistoriums in Dresden. Liebner widmete sich vor allem der Beilegung innerkirchlicher Spannungen, begründete die allgemeine Kirchenvisitation, das Leipziger Predigerkolleg St. Pauli und die Superintendenteninstruktion und erließ 1868 eine Kirchenvorstands- und Synodalordnung; 1871 führte er die erste ordentliche Synode im Königreich Sachsen durch. Seine Schriften befassen sich mit mittelalterlicher Mystik sowie mit praktischer und systematischer Theologie.
