Roger Bee was born in Caulfield, Victoria, due to his mother and father being stationed there while serving in the Royal Australian Airforce during World War II. He grew up on Lockwood, the family farm near Babakin, Western Australia, which was started from virgin bush by his grandfather, Edward George (Ned) Bee in 1911. Roger attended the Babakin Primary School before continuing his education with five years boarding at Scotch College, Swanbourne. He returned to the property in 1961, and as a third-generation farmer he worked it with his parents and wife for thirty-three before the property was sold in 1995, and the family (now including two sons Craig and Darren) moved to Perth. Roger continued in a rural-related industry, working in agriculture chemical distribution, before semi-retiring in 2009.
