Le premier ouvrage est divisé en 2 parties. La seconde partie ayant pour titre "Mémoires sur les subsistances d'une armée et sur les contributions". Charles-Léopold Andreu de Bilistein (1724- mort au commencement du XIXème siècle), économiste français, né en Lorraine. Issu d'une famille hollandaise originaire de Delft, il fut d'abord conseiller de commerce en Russie et vint ensuite s'établir à Nancy où son séjour de dix années lui permit d'étudier les questions relatives à l'agriculture, au commerce et à la population de son pays natal. C'est à la suite de ses écrits que Louis XVI prescrivit en 1778 une enquête sur les travaux à exécuter pour l'embellissement de Nancy. Bilistein épousa en secondes noces une fille du prince moldave Jean Rosetto; elle l'adjura de changer de religion et, sur son refus, le tua. (cf La grande encyclopédie chez Lamirault).
