Second edition (going by the date on the one title page), publication commenced in 1834 and ended in 1838. This volume is the complete first series of fascicules. Heinrich Heine and Breza were close friends for many years. Besides Heine, includes portraits of Moses Mendelssohn, Spinoza, and Rahel von Varnhagen, among others. Compiled in Paris, where Breza lived after the failure of the Polish insurrection of 1830-1831. The two historical plates are of Moses with the Tablets of the Law and Rehoboam, first King of Judea, as portrayed in an Egyptian stela.

Erste Ausgabe. 14 S., (1) Bl., Der polnische Gutsbesitzer und Autor Eugen von Breza (1802 - 1860) war ein Jugendfreund Heinrich Heines - sie hatten sich "vermutlich in einer Vorlesung Hegels, bei Varnhagens oder im Café Stehely kennengelernt" (vergl. DHA, Bd. 6, S. 416). "Breza scheint noch weniger als Heine studiert zu haben (vgl. das Gedicht aus dem Zyklus »Die Heimkehr«, Nr. 66: Such` ihn nicht im Kollegium). Als er die leidenschaftliche Gunst der Herzogin Friederike von Cumberland (1778 - 1841) auf sich zog und sich obendrein in der »Polonia« betätigte, wie aus einem Brief vom 26. März 1822 des Berliner Universitätsrichters an den Polizei- und Innenminister Kaspar Friedrich von Schuckmann (1755 - 1834) hervorgeht (.), entzog sich Breza der drohenden Verhaftung, indem er am 14. März 1822 Berlin fluchtartig verließ." (a.a.O.). Heine schrieb daraufhin im zweiten der Briefe aus Berlin. "mein köstlichster Freund, der Liebenswürdigste der Sterblichen, Eugen v. B., ist vorgestern abgereist". In der vorliegenden Schrift schlägt von Breza vor, dass für jeden in Deutschland gekauften Druckbogen die Käufer einen Pfennig mehr als den Ladenpreis zahlen. "Die auf diese Weise zusammengeschossenen Summen werden zur Einrichtung einer Deutschen Kriegs-Marine verwendet." (S. 3). Im Folgenden rechnet der Autor die zu erwartende Summe aus und listet die Preise verschiedener englischer und französischer Schiffsklassen und ihrer Bewaffnung in Tabellen auf.
