Betz (geb. 23.2.1893) wurde 1929 Direktor eines der größten bayerischen Zeitungsunternehmen. Seine Gegnerschaft zu den Nationalsozialisten brachte ihm monatelange Einzelhaft ein. 1945 wurde ihm die Verlagsleitung der von der Militärregierung herausgegebenen "Neuen Rheinischen Zeitung" übertragen.
