The Committee made various recommendations for improving the supply and quality of housing for the working classes, including a proposal that in London rents should be set centrally. A particular concerns was the clearance of housing for major infrastructure and civil engineering projects, without replacement homes being provided.

Admiral Adam Duncan (1731-1804) was appointed Commander-in-chief in the North Sea in 1795, and in the most important action of his naval career, defeated the Dutch fleet off the coast near the village of Camperdown on 11 October 1797. For this action he was made Viscount Duncan of Camperdown on 21 October 1797. Provenance: Robert Falcon Scott (1868-1912), author's presentation inscription on title "Captain Scott from Camperdown (the Author)"; by descent.

on vellum with wax seal, 6" x 1½", no place He was the third, but eldest surviving, son and heir of Admiral Adam Duncan, 1st Viscount Duncan of Camperdown, and the former Henrietta Dundas. His father was a well known British admiral who defeated the Dutch fleet off Camperdown in what is considered one of the most significant actions in naval history. His father had been created a peer of Great Britain by George III in 1797. Duncan was an Ensign in the Coldstream Guards in 1797. He succeeded his father on 4th August 1804 as the 2nd Viscount Duncan of Camperdown and 20th Laird of Gleneagles. He was Grand Master of Scottish Freemasons from 1812 to 1814.
