Per poter sfamare la popolazione romana furono introdotti i cosiddetti "orti di guerra" che, a partire dal 1941, si diffusero ovunque vi fosse un fazzoletto di terra. Gli "orti di guerra" si affermarono così diffusamente grazie ad una martellante propaganda: parchi e giardini pubblici venivano arati e seminati a grano, insalata, broccoli, patate, spinaci e fagioli invece che a fiori e piante ornamentali. Nei primi mesi del 1941 a Roma, 32 ettari di terreno, diedero un raccolto di 300 quintali di patate, 100 di fagioli e 100 di fieno. Così a settembre si approntarono altri 400 ettari, dove piantare 25.000 piantine di broccoli, 4000 di finocchi e 1000 di sedani. Nessuna villa o passeggiata, nessuna aiuola o giardinetto di quartiere scampò al dissodamento forsennato con l'aratro trainato da buoi massicci. Il volume, grazie ad un corredo fotografico di 60 immagini, documenta gli "orti di guerra" a piazza Venezia, villa Borghese, ai giardini di Castel Sant'Angelo, alla passeggiata del Gianicolo, all'area archeologica centrale e in diversi altri luoghi.
