Fotos. ; "Nachdem die Besitznahme der Herzogtümer Holstein und Schleswig" durch Preußen und den Deutschen Staatsverband zu Beginn des Jahres 1867 vollzogen war und König Wilhelm von Preußen für die neue Provinz eine zweckmäßige und energische Verwaltung" angekündigt hatte, wurde am 22. September 1867 die Verordnung betreffend die Organisation der Kreis- und Distriktbehörden sowie der Kreisvertretung in der Provinz Schleswig-Holstein" erlassen. Diese Verordnung hatte zwei Schwerpunkte: Sie sah zum einen die Gebietseinteilung der Provinz Schleswig-Holstein in 19 Kreise und den Stadtkreis Altona vor und errichtete damit Verwaltungseinheiten, die zunächst den administrativen Vorstellungen des Preußischen Staates, später aber in immer stärker werdendem Maße auch den Ansprüchen der Bürger an eine Leistungsverwaltung auf Kreisebene gerecht werden sollten; zum anderen führte die Verordnung erstmalig eine kommunale Selbstverwaltung auf der Kreisebene ein. Die gebietliche Einteilung der Kreise hat sich im Verlauf der Jahrzehnte, letztmalig durch die Kreisgebietsreform der Jahre 1970/1974, zwar - teilweise erheblich - verändert; die Strukturen der gebietlichen Einteilung von 1867 sind aber eindeutig erhalten geblieben. Gleiches gilt für die Verfassung der Kreise. Eine ganze Reihe von Bestimmungen sind im Laufe der gesetzlichen Ausformung des Kreisverfassungsrechts fortentwickelt worden; die Grundlagen der heute geltenden Kreisordnung liegen aber unverändert in der Verordnung vom 22. September 1867, die damit als Geburtsstätte der schleswig-holsteinischen Kreise bezeichnet werden kann. Der Schleswig-Holsteinische Landkreistag hat als Verband der Kreise im Jahre 1967, als seit Inkrafttreten der Verordnung 100 Jahre vergangen waren, das Buch 100 Jahre Kreise in Schleswig-Holstein" herausgegeben. Das Buch hat in der Öffentlichkeit großes Interesse gefunden.
