Le Comte de Ney devint l'un des hommes d'état parmi les plus influents au sein des Pays-Bas autrichiens. Il occupa successivement plusieurs postes important, dont celui de conseiller d'état, de trésorier général du conseil des finances. Au service de la monarchie autrichienne, il lança de nombreuses réformes et appliqua une politique centralisatrice voulue par l'Autriche. Minimal wormholes on the first three leaves of the first volume, not touching the text. The Count of Ney became one of the most influential statesmen within the Austrian Netherlands. He successively occupied several important positions, including that of state counsellor and treasurer general of the finance council. In the service of the Austrian monarchy, he launched numerous reforms and applied a centralizing policy desired by Austria. Né à Bruxelles, le comte de Neny devint l'un des hommes d'Etat et personnalités politiques centraux du gouvernement des Pays-Bas autrichiens. Partisan des Lumières et des idées nouvelles, il appliqua une politique de réformes et appuya la politique centralisatrice de la monarchie autrichienne. En 1758, Vienne lui commanda un mémoire sur les institutions des Pays-Bas, destiné à compléter l'éducation de l'archiduc Joseph, futur Joseph II : ces 'Mémoires historiques et politiques' qui seront publiés en 1784.
