O exercício consensual do poder disciplinar, porém, não pode prejudicar o seu exercício imperativo, mediante a aplicação unilateral de sanções, nas hipóteses cabíveis. O que a obra propõe, em suma, é a conjugação da imperatividade (aplicação unilateral de sanção) com a consensualidade (acordos substitutivos), como instrumentos para a satisfação dos interesses públicos, sem a desconsideração dos interesses privados envolvidos no caso concreto.
