Therefore, at the desire of two or three gentlemen who are greatly interested in the question, I, having given considerable attention to the matter, venture to express my views thereon, and at the same time, to incorporate in a pamphlet the evidence I gave upon the subject before the Royal Commission on Labour, in December last. | In the views herein expressed, I do not claim any special originality, as they are very much the result of conference and correspondence with a number of representative men.
