It seems to me that the paper first appeared slightly earlier in the year and about 40% longer in "Annales de Chime et de Physique" for 1819. "Pierre Dulong (1785-1838, French) and Alexis Petit (1791-1820, French) find that many substances have molar heat capacities of approximately 6 cal/mole C, implying, through the constancy of the molar heat capacities, that the specific heats tend to be inversely proportional to the atomic weights.
