From the blurb - " The interaction between education and democracy is a central aspect of Victorian England, and the point of focus of this volume is the link between the development of a new educational system and the battle for democracy. The documents gathered here trace the battle by which one educational system was replaced by another, in the years 1791 to 1916. The period starts with education related to birth, wealth and privilege, and with the majority of the population uneducated; it ends with the acceptance of a system of education available to all, through tests of ability and motivation, and with the education of the majority a possible ideal. The selections in the book also trace the steps by which a different ideal - egalitarianism - struggled into existence, an ideal with claims to be more of a true child of democracy than 'equality of opportunity'. Victorian hopes and forebodings are represented, often in forms that have striking relevance to the debates of the 1970s. The editors suggest that 'egalitarianism' turned out to be as resolute an enemy of 'equality of opportunity' as 'equality of opportunity' was of the pre-democratic system. Their own allegiance is to 'equality of opportunity', and they regard the fight for this as still a living and crucial issue. The writers and thinkers whose work is represented include Robert Owen, J. S. Mill, Wordsworth, D. H. Lawrence, Engels, Charles Dickens, George Eliot, T. H. Huxley, Disraeli and Bernard Shaw."
