Bel exemplaire - 103 p. Louis Ezéchias Pouchet, protestant cauchois, fut un manufacturier célčbre ŕ Rouen et dans la vallée de Bolbec, ville qui a eu l'originalité de tisser les trois étoffes : laine, soie et coton. La ville était aussi le marché de référence pour le fil de lin. Pouchet voulut se rendre compte des avantages industriels que le rumeur prętait aux Anglais, notamment aprčs le Traité de 1786, jugé catastrophique pour l'industrie française. Il entreprit donc un voyage en octobre 1788. Son texte, court et technique, montre que le royaume de France avait une lourde responsabilité dans sa moindre performance industrielle. Il dénonce notamment l'habitude des achats de fil au jugé, ŕ l'oeil, sans mesure fiable de sa finesse, méthode aussi préjudiciable aux vendeurs qu'aux acheteurs, explique-t-il. Les maîtrises et les lourdeurs administratives (rčglements) sont également dénoncées , illustrant leurs contre-performance par des exemples de contrats perdus ŕ l'exportation , notamment vers l'Amérique.
