4to. XVI, 340, [2] pp. 25 engraved plates (1 folding). Modern period-style quarter brown calf, gilt-stamped maroon spine label, original marbled boards. Very good copy. Second edition considerably expanded. The first edition was issued in 1788. This is considered the author's most important work. The title loosely translates as: Elementary Treatise on the Maturation of Vessels, for use by Naval Cadets. / Pierre-Alexandre-Laurent Forfait pursued brilliant studies at the college in Rouen, where he won prizes in mathematics and hydrography. He was admitted, at barely twenty years old, into the naval engineering corps, thanks to an exception, as this corps at that time only admitted members of the nobility. / Sent to Brest in 1773, he served there as a naval construction engineer until 1783, when he held the same position in Cádiz under the Count d'Estaing. Recalled to France when the government decided to establish regular shipping services for its colonies using steamships to carry goods and a large number of passengers, he found the solution to the problem by building vessels that perfectly fulfilled the intended purpose. The ship designs he provided at that time have remained standard models. / Upon his return in 1791, he was elected deputy for Seine-Inferieure to the Legislative Assembly, a position he held until 1792, and gave a significant boost to shipbuilding. At the end of the Legislative session, he returned to Le Havre to resume his work until France conquered Belgium and the Netherlands. Sent to these two countries to examine their coastlines, he advised them to establish a naval port in Antwerp. / In 1796, the Directory commissioned him to explore the course of the Seine from Le Havre to Paris, with the aim of ascertaining the possibility of navigating upstream with ships of a certain size, a possibility he demonstrated by anchoring at the foot of the Pont Royal. In a report addressed to the Naval Commission, he recorded all the details relating to the methods used to lower and raise the masts while passing under the bridges and outlined the improvements proposed to facilitate the supply of the capital using this river. / Appointed to the Ministry of the Navy as a commissioner in 1798, he prepared the fleet for a raid on England during the Consulate. After the coup of 18 Brumaire, Napoleon Bonaparte appointed him Minister of the Navy, but he resigned in 1801. Replaced by Decres, he joined the Council of State. He was subsequently appointed inspector of the flotilla intended to intervene against the British, and maritime prefect in Le Havre and Genoa. / He was a member of the Institute, mathematics and physics section of the Academy of Marine, and director of the port of Le Havre. He was made a commander of the Legion of Honour in 1801. / He also wrote in Latin and received a prize in 1773 for a memoir written in that language on the dredging of rivers and navigable canals. His full-length portrait is placed in the main hall of Rouen's town hall. To honor his name, the Imperial Navy, and later the National Navy after 1870, christened a steam aviso "Forfait," which was sunk in 1875 by a collision during a naval exercise off Corsica with the cruiser Jeanne d'Arc (spur-mounted). Couverture rigide. "l'imprimerie de Clousier | Paris An X (1802) | 12.5 x 20 cm | Relié | Édition originale de ces observations et propositions de réformes sur la Marine. Reliure en plein veau fauve raciné, dos lisse orné de faux-nerfs et de motifs décoratifs dorés, pièce de titre de chagrin rouge, mors un peu frottés, plats cernés de fines roulettes dorées, quelques épidermures et manques de peau en pied des plats, gardes et contreplats de papier à la cuve, coins émoussés, toutes tranches dorées, reliure de l'époque. Pierre-Alexandre Forfait (1752-1807) fut ministre de la Marine de novembre 1799 à Octobre 1801. Forfait et Bonaparte s'étaient rencontrés à Venise aux alentours de 1798, et c'est lui qui « forma » le futur Empereur à la guerre maritime que Napoléon allait mener contre l'Angleterre. Dans cet opuscule, il décrit en ces termes les Anglais « ces dominateurs des mers ne donneront jamais le temps nécessaire pour recréer et former une marine par les moyens ordinaires, la navigation marchande ou la pêche Comptez qu'ils vous déclareront toujours la guerre, ou vous la feront sans la déclarer, avant que vos forces navales aient pu atteindre son degré de développement qui puisse les inquiéter ». Le plan du 21 juillet 1803, lors duquel la flotille doit agir sans le soutien de la Marine, montre bien que les idées de Forfait ont profondément marqué Bonaparte. Cependant le groupe formé par Decrès, Ganteaume, Bruix et Villeneuve lors de la campagne d'Égypte, exerce une forte influence sur Napoléon ; et Decrès réussit à supplanter définitivement Forfait. Provenance : Ex-libris manuscrit de Decrès encollé sur un contreplat, qui succéda à l'auteur comme ministre de la Marine, et qui resta en poste jusqu'en 1814. | [ENGLISH DESCRIPTION FOLLOWS] First edition of these observations and proposed reforms concerning the Navy. Pierre-Alexandre Forfait (17521807) served as Minister of the Navy from November 1799 to October 1801.Contemporary full fawn calf, mottled and polished, smooth spine tooled with gilt decorative compartments and false bands, red shagreen lettering-piece, joints lightly rubbed, boards framed with delicate gilt rolls, a few abrasions and small losses to the leather at the lower edges, marbled endpapers and pastedowns, corners softened, all edges gilt, a period binding.Pierre-Alexandre Forfait (17521807) served as Minister of the Navy from November 1799 to October 1801.Forfait and Bonaparte met in Venice around 1798, and it was he who "forma" the future Emperor in the principles of naval warfare that Napoleon would later wage against England.In this pamphlet, he characterises the English in the following terms « ces dominateurs des mers ne donneront jamais le temps nécessaire pour recréer et former une marine par les moyens ordinaires, la navigation marchande ou la pêche Comptez qu'ils vous déclareront toujours la guerre, ou vous la feront sans la déclarer, avant que vos forces navales aient pu atteindre son degré de développement qui puisse les inquiéter ».The plan of 21 July 1803, in which the flotilla was to operate without the support of the Navy, clearly demonstrates the deep influence Forfait's ideas had on Bonaparte.However, the group formed by Decrès, Ganteaume, Bruix and Villeneuve during the Egyptian campaign exerted a powerful influence on Napoleon; and Decrès ultimately succeeded in definitively supplanting Forfait.Provenance: manuscript ex-libris of Decrès mounted on a pastedown; he succeeded the author as Minister of the Navy and remained in office until 1814. * " in-8 de 5 ff.n.ch. et 214 pp ;
