The contents remain clean and in very good order. A scarce provincial printing of the Constitution of the Year III (Constitution de l'an III), the constitution of the French First Republic which established the Directory regime following the fall of Robespierre. Adopted by the convention on 5 Fructidor Year III (22nd August 1795) and approved by plebiscite on 6th September, its preamble formed the Declaration of the Rights and Duties of Man and of the Citizen of 1789. Largely the work of political theorist Pierre Daunou, it established a bicameral legislature, made all taxpaying French males over 25 eligible to vote in primary elections (enfranchising around one million more citizens than the 1791 Constitution), and contained an explicit ban on slavery. It remained in effect until the coup of 18 Brumaire (9th November 1799), which effectively ended the Revolutionary period and began the rise to power of Napoleon Bonaparte. A pleasing, unsophisticated copy, remaining in the same form as it would have been when it reached the hands of ordinary Frenchmen in year that it was issued.

The birth of the French constitutional monarchy: the extremely rare first duodecimo edition of the first French constitution, one of only five known copies printed on vellum. - One of the most precious documents in French political history and the supreme manifestation of political power, the first French constitution was proclaimed by the National Assembly on 3 September 1791. It is preceded by the 17 articles of the Declaration of the Rights of Man and of the Citizen, which, in the words of the historian François-Alphonse Aulard, constitutes the "death certificate" of the Ancien Régime. The first article famously reads: "Les hommes naissent et demeurent libres, et égaux en droits. Les distinctions sociales ne peuvent être fondées que sur l'utilité commune" ("Men are born and remain free and equal in rights. Social distinctions can be founded only on the common good", p. 2). - Produced by the presses of the Imprimerie nationale, this official edition is authenticated by the signatures of the presidents and secretaries of the Assembly as well as the signature of the King, all in engraved facsimile. The signature of Armand Gaston Camus (1740-1804), archivist to the Commission des archives of the Assembly, guarantees its authenticity ("Pour copie conforme à l'original deposé aux archives nationales"). - This copy was produced for the French industrialist Jean Baptiste Decrétot (1743-1817), with two personalised vellum sheets naming him as "Député à l'Assemblée Nationale Constituante", on which he served in 1788 as deputy of the bailiwick of Rouen. Apart from the copy in the Bibliothéque nationale and that in Renouard's collection, two privately owned copies became known when they both came to market in 2013: one sold by Alde (24 October, lot 18), owned successively by Charles Chardin and Michel Wittock (title-page printed rather than engraved); the other sold by Pierre Bergé (29 November, lot 295) - the copy printed for the archivist Camus, later owned by Dominique de Villepin, which commanded 82,500 Euros. Our copy has the distinction of being markedly taller than either of these, measuring 154 mm in comparison to 147 (Camus-Villepin copy) or 144 mm (Chardin-Wittock copy). There are issues of this imprint in the same year with differing collation, some printed in Paris, others in Brussels. The principal aim of the French Revolution was the end of absolute monarchy and the institution of a written constitution that would apply to all citizens. The 1791 Constitution, ratified 14 September 1791, was the first to obtain in France, and expanded on the nebulous Déclaration des droits de l'Homme et du citoyen (carried over in modified form as a preamble) and set into law its core promise as article 1: "Les hommes naissent & demeurent libres & égaux en droits. Les distinctions sociales ne peuvent être fondées que sur l'utilité commune" (Men are born and remain free and equal in rights. Social distinctions cannot be founded on anything but the common good). As with the American Constitution, the French government had the Constitution printed in the various départements (83 at that time, now 101) that replaced the old provinces and promulgated the new code of laws to the citizens whose rights it enshrined. Though the text is fundamentally the same, each department produced a unique printed object; in the text-ornament at the head of the text, for instance, "DEPARTEMENT DE L'HERAULT." flanks the coronetted motto of the Kingdom of France (i.e., the constitutional monarchy of 1791-1792): "La Nation, la Loi & le Roi". More particularly, the final page of the document provides for the verification and certification of the administrators of various districts within the department. The present example was for the ancient city of Béziers, and it was signed by their administrators 6 October 1791, 22 days after the constitution was ratified by the king. Brief mention should be made of the two smaller pamphlets bound in. The first (Loi Relative à la proclamation de la Loi Constitutionnelle), passed the day after the Constitution, specifies that the text of the constitution is to be proclaimed and disseminated in the various departments; i.e., it is the law that provides for the printing of the principal text. The second (Extrait du procès-verbal des séances du Directoire du Departement de l'Herault) reflects a speech given in Montpellier 28 September 1791 by (Charles) Dupin extolling the virtues of the Constitution and urging its promulgation. Together they give the context for the Montpellier printing of the Constitution. OCLC records 25 examples of the Loi constitution française (sometimes françoise) in institutional collections (separate; they may also have been included in larger compilations). OCLC records a Montpellier imprint (as here) at Tokai University, although their own listing records the imprint as Paris.
