Full text of letter reads: "Dear Doctor: You have my thanks for the kind expression contained in yours of the 10th. After full consideration of the so-called Anti-Vaccination bill, I decided that it was my duty to veto it. ? With regard to Senate Bill 706, while I am heartily in accord with the spirit of the movement, I do not see where the money is coming from to support a new State institution at this time. The enclosed copy of a letter I have written to Dr. F. M. Potenger will explain this, I think. Very Truly Yours, Geo. C. Pardee [signature], Governer." Pardee was governor during the 1906 Earthquake. H was a progressive Republican who fought the Southern Pacific for public control of the port of Oakland. He was denied the nomination by the railroad wing of the party.
