In appendice un dettagliato Catalogo dei Cotoni Italiani inviati all'Esposizione Internazionale del 1862 (con indicazione della provenienza, varietà, produttore, qualità, prezzo medio); l'apparato iconografico si compone di due tavole litografiche in nero (Kell Bross Lithographers) raffiguranti piante di GOSSYPIUM SIAMENSE e HERBACEUM, e una MAPPA DELLA REGIONE COTONIFERA D'ITALIA 1862. Fioriture sulle tavole e la mappa, e lievi sulle carte adiacenti. Piccola mancanza alla base del dorso, e tagli alle estremità inferiore delle cerniere della brossura. (12948) Questo Progetto di Legge era stato presentato dal deputato Devincenzi nella precedente Sessione paròlamentare; esso viene qui riproposto e ritrasmesso da Devincenzi, nominato nel frattempo Ministro dei Lavori Pubblici col Governo Ricasoli, ai Prefetti Pr…ovinciali per raccoglierne le osservazioni (è qui acclusa la lettera di accompagnamento, di pp. 4). Il Devincenzi propone la suddivisione delle strade in Comunali (con le spese a carico dei Comuni), Provinciali e Nazionali; nei fittissimi Allegati presenta la "Statistica delle strade ordinarie in Italia", con i dati sul loro sviluppo chilometrico. Sostiene che "perché un paese posa prosperare deve avere almeno un chilometro di strade ordinarie per ogni chilometro quadrato di superficie". G. Devincenzi (1814-1903), patriota teramano, deputato al Parlamento Napoletano nel 1848, e poi al Parlamento Nazionale, divenuto Ministro con Ricasoli nel 1867, resse il suo Ministero con energia e competenza.
