Kaiser was a composer and publisher active in New York in the early 1900s. His publishing company, the Jos. J. Kaiser Music Co., was located at 51 West 28th Street in New York, which placed him squarely in the heart of Tin Pan Alley. West 28th Street between Broadway and Sixth Avenue was by 1900 the largest concentration of popular music publishers any single street had ever seen, and Kaiser was one of the smaller independent operations among them. Based on what can be gleaned from sheet music covers and catalogue records, Kaiser had at least fourteen works published between 1901 and 1912. He was unusual in the Tin Pan Alley world in that he both composed and published his own music, operating as a one-person brand rather than placing his work with a larger house. He was an early example of what might be called self-branding in the trade, composing and publishing his own music. His known output spans several styles typical of the parlor and popular music market of the period. Our Boys and Girls March, mentioned on this piece's cover, was first published in 1903 by the Jos. J. Kaiser Music Pub. Co. in New York, with the cover dedicated to the school children of America. The cover illustration for that piece was a cartoon showing Uncle Sam with a group of children, executed by the artist Starmer, who was also the artist responsible for the Meadowbrook Fox Trot cover discussed earlier. This shows that Kaiser had a working relationship with the Starmer studio, which was one of the dominant cover art suppliers for Tin Pan Alley publishers of that era. Regarding the cover illustrator named Mitchell: the name is plausible as a Tin Pan Alley cover artist of the period, but there are no specific details about this person from reliable sources I have found. Mitchell as a surname appears sporadically in sheet music cover credits of the era but is not among the well-documented illustrators like the Starmer brothers or Barbelle whose careers have been written about at length.
