Zu Beginn des Jahres 1991 wurde er Leiter des an der Universität Stuttgart neu eingerichteten Instituts für Arbeitswissenschaft und Technologiemanagement, das durch Kooperationsvertrag mit dem Fraunhofer IAO verbunden ist. Neben zahlreichen nationalen und internationalen Auszeichnungen erhielt er die Ehrendoktorwürde der Universität Novi Sad, die Ehrenprofessur der University of Science and Technology of China und die Ehrenmitgliedschaft der rumänischen Gesellschaft für Maschinenbauingenieure. Am 21. Juli 1998 erhielt Prof. Bullinger das Bundesverdienstkreuz am Bande für seine herausragenden Verdienste um Wissenschaft, Wirtschaft und Gesellschaft der Bundesrepublik Deutschland.Prof. Dr.-Ing.
