Franz von Sachsen-Coburg-Saalfeld, dessen Fürstentum durch schwere Verschuldung in seiner Existenz bedroht war und seit Jahrzehnten unter einer kaiserl. Debitkommission stand, beim König von Preußen die Freistellung K.s für eine Sanierung des Fürstentums zu erwirken. Mit der Aufstellung eines durchdachten Finanzplanes wurde die baldige Aufhebung der Debitkommission erreicht. Der außerordentliche Erfolg bewog den Herzog, K. als dirigierenden Minister an die Spitze der Verwaltung zu stellen. Gegen den Widerstand der Beamten, der von Mitgliedern des Herzogshauses unterstützt wurde, legte K. 1801-06 die wenn auch später modifizierte Grundlage für die auf größtmögliche Sparsamkeit ausgerichtete Verwaltungsorganisation, deren entscheidender Fehler es allerdings war, daß das System ganz auf die Person K.s und auf dessen Verhältnis zum regierenden Herzog zugeschnitten war. Sein häufig schroffes Wesen, verbunden mit Überempfindlichkeit gegen Kritik, brachte ihn mehrfach in schwierige Situationen, die vom offenen Aufruhr der Untertanen bis zur von der Landschaft initiierten Untersuchung gegen K.s Regierungspraxis reichten; den Vorwurf der persönlichen Bereicherung konnte K. entkräften. Der Jurist Karl August Freiherr von Wangenheim (1778-1850) war zum Vizepräsidenten der Regierung aufgestiegen war, dabei geriet er in eine fachliche Auseinandersetzung mit dem leitenden Minister Theodor von Kretschmann. Infolge dieses Konflikts wurde Wangenheim vom Herzog Franz des Dienstes enthoben. Gegen diese Amtsenthebung klagte Wangenheim beim Reichshofrat und veröffentlichte den Streitfall in einem 1805 in Coburg erschienenen zweibändigen Replik auf das vorliegende Werk. Zwar entschied der Reichshofrat zu Gunsten von Wangenheim, jedoch blieb das Urteil wegen des Endes des Heiligen Römischen Reichs 1806 ohne praktische Folgen. Ein Auftrag in Privatangelegenheiten der Herzogin von Sachsen-Hildburghausen führte Wangenheim nach Stuttgart wo er kurzzeitig Kulturminister wurde.
