Jahrhunderts entgegen, der als Justizminister Hannovers und Preußens Justizreformen in Hannover, in Preußen und im Reich angestoßen und durchgesetzt hat, deren Bedeutung und Nachhaltigkeit unübersehbar sind. Die hannoversche Zivilprozessordnung galt als derart vorbildhaft, dass der Deutsche Bund eine Reformkommission unter Anleitung Hannovers einsetzte, um den Entwurf einer Zivilprozessordnung für alle deutsche Staaten zu erarbeiten. Ähnliches lässt sich zum Gerichtsverfassungsgesetz, zum Anwaltskammer- und Notariatsgesetz und auch zur Strafprozessordnung sagen. Als preußischer Justizminister reformierte Leonhardt das Zwangsversteigerungsrecht, das Immobiliarsachenrecht und das Eheschließungs- und Vormundschaftsrecht. Sein Amt des preußischen Justizminister fiel in die wichtige Zeit der Reichsgründung. Er war Justizminister in Hannover 1865/1866, in Preußen dann von 1867-1879. Hier wirkte er stark auf die Gesetzgebung des Norddeutschen Bundes und dann die Reichsgesetzgebung ein: Errichtung eines Oberhandelsgerichts in Leipzig 1869, Strafgesetzbuch von 1870/1871, Gerichtsverfassungsgesetz, Stafprozessordnung, Rechtsanwaltsordnung, Konkursordnung, Einsetzung der 1. BGB-Kommission 1874). Als sein bedeutsamstes Reformwerk gilt die Zivilprozessordnung von 1877. - Leonhardt arbeitete nach seinem Studium in Göttingen und Berlin zunächst als Rechtsanwalt, bis er 1848 in das hannoversche Justizministerium berufen wurde: zunächst als Assistent berufen, stieg er auf bis zum Generalsekretär des Ministeriums (1863) und wurde dann im Jahre 1865 als Nachfolger Ludwig von Windthorsts zum Justizminister berufen. Nach der Annexion Hannovers durch Preußen war er zunächst Präsident der Oberappellationsgerichte in Celle und Berlin, bis er am 5. Januar 1867 als Justizminister ins preußische Kabinett berufen wurde. "Leonhardt ist im wesentlichen die Reform und Vereinheitlichung der deutschen Justizverfassung und die Inangriffnahme der Vereinheitlichung des materiellen Zivilrechts zu verdanken." (vgl.
