See his entry in the Oxford DNB. The recipient Thomas Lloyd Humberstone (1876-1957) was a prominent member of the Convocation of the University of London. The work referred to in this letter is probably Hankey's 'The Supreme Command', the two volumes of which would be published in 1961. 1p, 4to. In fair condition, lightly aged. Folded three times. He is returning his letter and 'its interesting enclosure'. Not having had any experience of the Central Office of Information, he is left with the impression 'that they are not very well informed on questions of Military Organisation'. What Humberstone says about his book 'is an encouragement, but it is not much use my making the attempt under the present regime'. He refuses to 'cut out all reference to my diary, which they wished, for General Smuts, who with Lord Lothian and with the strong approval of Lloyd George, was the instigator of my efforts, gave me the strongest advice to reject this suggestion'. He has no doubt 'the book will be published one day', and would like to 'carry it on to the period between the wars and World War II, on which I have done some work'.

The letter is something of a puzzle. The letterhead of 10 Downing Street suggests that the letter was written during Lloyd George's premiership, 1916-1922, and this seems to be supported by the dating of the letter, which appears to read 'September 1st.: 21.' And yet Lloyd George's sister 'Pollie' Davies died in 1909. The letter has a more youthful feel: did Megan or another of Lloyd George's daughters also go under the name of 'Pollie'? The letter is docketed at top left of first page: 'written by / From Mrs Lloyd George.' In any event the letter is of great interest as it is written by an intimate of Lloyd George. 2pp, 4to. In fair condition, on brittle and lightly-discoloured paper, with creasing and closed tears to extremities, but all text present and clear. Folded for postage. Begins: 'My dear Grace. / Your letter - which was forwarded to me here - was very welcome. I have been hearing about you all from various friends - & feeling rather sore that you did not turn up to see us at Carnarvon - but I know only too well how rapidly the days go by, & the difficulty of achieving many of our plans.' She has 'thought a lot' about the recipient 'since you have come to this part of the world to live - & had I been in Liverpool for more than a day my first pleasure would have been to call upon you'. She writes that they have been at their present location 'since to-day week - enjoying the breezes of Criccieth - the house is at our disposal until Dame Margaret returns from Scotland which will probably be the end of next week - we have one of our maids here - & the other is at home looking after John & Robert Ellis'. They would be 'charmed' to see her if she could 'call here on your way back'. She ends with 'regards to Mr. Lewis'.

Earlier in 1915 he had joined the Asquith government as Parliamentary Secretary to the Local Government Board, and he would retain this post until June of 1917, when Lloyd George would promote him to the cabinet as President of the Local Government Board. The recipient Willoughby Hyett Dickinson (1859-1943), later an influential proponent of the League of Nations, began his career as a Liberal MP. He was knighted in 1918, and elevated to the peerage as Baron Dickinson of Painswick in 1930, the same year in which he joined the Labour Party. A significant letter, reflecting the developing consensus in Parliament in the face of the fast-increasing burden of the First World War. 2pp, 4to. In good condition, lightly aged, with pin holes to one corner and a large '2' in pencil at the head of the first page. Folded twice. Large bold signature: 'W Hayes Fisher'. Addressed to 'The Right Hon. W. H. Dickinson, M.P.' Fisher begins by thanking Dickinson for his 'Memorandum on the subject of pensions to dependants. It is the result, as you say, of an extensive acquisition of knowledge on your part, through sitting as Chairman of the War Office Appeal Committee.' Fisher considers it 'a useful document to all of us who are trying to form our opinions and form the opinions of others on a problem which is full of difficulty'. He agrees with him that 'to base permanent pensions on the principles which have formed the basis of the Separation Allowances' would not only be 'unjust both to the individual and to the State', but also 'absurd', and suggests the setting up of 'some weighty judicial tribunal composed of men and women who have had a wide and detailed experience of the difficulties of this question'. He thinks it may be possible to 'make partial use of a flat rate for certain categories of dependants', but agrees with Dickinson that any tribunal must consider the details. Furthermore, it appears to Fisher, 'there will have to be an infinite variety of decisions and infinite trouble taken if we are to do justice'.
