Condition: Very good. - Over 50 words typed on 10-1/2 inch high by 8 inch wide Office of the Governor letterhead. Governor Evans writes to Congressman Seymour Halpern thanking him for his support of the Virgin Islands Delegate Bill. The bill was enacted on April 10, 1972. Signed in full, "Melvin H Evans" above his typed name, "Melvin H. Evans, M.D. / Governor". The bottom corners are lightly creased and the letter is folded for mailing. Very good. Melvin H. Evans (1917-1984) received a bachelorÂ's degree in 1940 from Howard University and a medical degree from Howard University College of Medicine in 1944. He was the first elected Governor of the United States Virgin Islands, 1969-1975. In 1979, Melvin H. Evans became the first African American delegate to represent the U.S. Virgin Islands in Congress. He also served as the US Ambassador to Trinidad and Tobago.The Queens, New York Republican Congressman Seymour Halpern (1913-1997) started his political career as a campaign aide to New York's powerful mayor Fiorella La Guardia and first served in New York's State Senate for 14 years before seeking a seat in the U.S. Congress. In Albany Halpern sponsored 279 bills that became law, including measures on schools, housing, civil rights, nutrition and mental health. A Liberal, he was something of an anomaly as the lone Republican representative from New York City, and generally garnered support from Labor Unions and endorsement from the Liberal Party. Yet he never even considered switching parties as he considered membership in the Republican Party a family tradition and commitment. While he found ample time for his private pursuits, including painting and collecting autographs, he took his legislative duties very seriously. Of these, he was proudest of his co-sponsorship of the 1964 Civil Rights Act and of the original 1965 Medicare legislation.

Youth - Millions Too Many? describes the efforts made by the Civilian Conservation Corps and the National Youth Administration to help the unemployed youth of America. Mrs. Roosevelt notes that ".whether we solve our economic problems depends again on our cooperation with youth." The author of this work, Dr. Bruce Melvin, spent his career working in the research division of the WPA.
