In this process, the university established a small unit that sought to act as a catalyst for promoting trans-disciplinary research on rare events across a wide variety of domains both inside and outside the social sciences. The RISC-unit organized a series of talks, lectures, workshops and research activities, which highlighted the current knowledge frontiers on rare events as well as the available policy recommendations and best practices in reducing hazards and disasters related to rare events. Als Expeditions-Sekretär eines russischen Kriegsschiffes, das den Auftrag hatte, Handelsbeziehungen zu Japan zu knüpfen, sollte er dem Zaren Bericht erstatten. Also schrieb er Briefe. Er berichtet und klagt. Klagt viel. Der berühmte Apologet der Hypochondrie und Stubenhockerei schimpft, daß er seine Kleider selbst aus dem Koffer holen muß, mäkelt am Essen herum und jammert, daß er nicht seekrank wird und also einen Grund weniger hat, sich zu beklagen. Seine Nörgeleien sind brillant unterhaltsam; und dann unterlaufen ihm immer wieder kleine Fehler poetische Schilderungen, die seine Neugier auf das Fremde, seine Empfänglichkeit für die Schönheiten der Natur verraten. Der Krimkrieg zwingt die Besatzung der Fregatte dazu, auf dem Landweg nach St. Petersburg zurückzukehren, und so muß der Autor, der bald darauf den Oblomow verfassen wird, noch eine unbequeme Heimreise hinter sich bringen, durch Sibirien.
