Lecher war Sekretär der Handels- und Gewerbekammer und von 1897 bis 1918 als Reichsratsabgeordneter für Brünn tätig. Führend unter den deutsch-nationalen Abgeordneten, besonders bei der Obstruktionsbewegung gegen Badeni [.], während der er in der Nacht vom 28. zum 29. 10. 1897 eine zwölfstündige Dauerrede hielt [.]" (ÖBL V, s. v.).
