A rare consultancy report submitted to the Sublime Porte by the world-famous jurist Roguin, who was consulted in a case betw…een the Russian parties and the Ottoman Empire when he was the president of the Ecole des Sciences Sociales et Politiques between 1904 and 1917. "The undersigned, Ernest Roguin, former legation advisor, currently professor of comparative legislation and private international law, was consulted, at the beginning of 1910, by the Government of the Ottoman Empire, on the so-called question of Russian indemnifiers…" Ernest Roguin represented Switzerland at the Hague Conferences in 1893, 1894, 1900, and 1904 as an expert on international legal issues and, from 1891, an influential member of the Institut de Droit International [i.e., Institute of International Law]. As of January 2024, three copies in the OCLC (1322843813), all in the North American libraries: New York University, University of Washington Libraries, and Stanford University Libraries.
